Having widened its regional reach by opening a second office in St. Pölten in May 2018, Schramm Öhler Rechtsanwälte continues to attract praise for its broad public procurement expertise, which is frequently drawn upon by contracting and public authorities. With particular know-how in the IT, healthcare and transport sectors, Georg Zellhofer is advising the University of Vienna on the procurement of a new HR-IT system, and, in other work, Gregor Stickler assisted Tiwag Tiroler Wasserkraft with the procurement of framework agreements for services for the implementation of approximately 250,000 electronic smart meters. Bewertung: Mit ihren Büros in St. Pölten und Eisenstadt ist die Vergaberechtsboutique, die österreichweit zu den führenden gehört, seit 2018 auch abseits der Hauptstadt vertreten. Bereits zuvor zählten niederösterreichische Auftraggeber zu ihren Mandanten, unter ihnen das Amt der NÖ Landesregierung. Der Anfang 2020 zum Partner ernannte Dr. Andreas Gföhler begleitete dieses u.a. bei der Vergabe für Beratungsleistungen zur Umsetzung von Forderungen des Europäischen Sozialfonds (ESF). JUVE Vergaberecht (Ausgabe 05/2020):

Bewertung: Die zur Marktspitze zählende Vergaberechtskanzlei ist eine gefragte Beraterin bei komplexen Ausschreibungen. Zu ihrem Mandantenstamm gehören überwiegend öffentliche Einrichtungen, darunter das Amt der NÖ Landesregierung oder das BMASGK, das sich bei Vergaben von Rahmenvereinbarungen an die Kanzlei wendet. Durch die Kombination aus vergaberechtlichem Know-how und tiefen Branchenkenntnissen überzeugt die Kanzlei Mandanten aus unterschiedlichen Industrien, etwa dem Bau- und dem Verkehrssektor. So wandte sich zum Beispiel Neumandantin Növog bei einer Vielzahl von Baumaßnahmen zum Schienenverkehr an die Praxis. Sowohl auf personeller als auch fachlicher Ebene zeigte sich die Boutique zuletzt äußerst dynamisch: Während sich die Anwälte mehr als zuvor auf ihre jeweilige Branche spezialisieren, überraschte die Kanzlei den Markt Anfang des Jahres mit der internen Ernennung von vier Equity-Partnern. JUVE (Ausgabe 2018):

Bewertung: Bei komplexen Ausschreibungen gilt die im Vergaberecht zu den führenden zählende Kanzlei als sicherer Hafen. Ein Beispiel dafür ist die Vergabe des gemeinsamen Einsatzleitsystems für das BMI und das Land NÖ, die über etliche Monate lief und in zwei Rahmenvereinbarungen mit Modellcharakter endete. Mehrere öffentliche Auftraggeber wie das BMASK, der Klima- und Energiefonds sowie das Land Burgenland mandatierten die Kanzlei neu. Gerade das regionale Vergabegeschäft stärkt die Kanzlei seit März 2018 zudem mit einer Zweigniederlassung in St. Pölten. Den Gegenpol dazu bildet die Arbeit auf internationaler Ebene: Als eine von wenigen Kanzleien sind die Vergaberechtsspezialisten für Mandanten im Ausland aktiv, darunter bei Forschungs- und Entwicklungsprojekten für die Europäische Kommission und zusammen mit PricewaterhouseCoopers Legal für das deutsche Innenministerium bei den Plänen für die dortige Pkw-Maut.

JUVE (Ausgabe 2017):

Bewertung: Die Kanzlei ist anerkannt als eine der führenden im Vergaberecht, die schwerpunktmäßig Auftraggeber in den Branchen IT, Soziales und Infrastruktur berät. Das Asfinag-Mandat bei der Vergabe des Lkw-Mautsystems führte die Kanzlei in die grenzüberschreitende Kooperation mit PwC Legal bei der Neuvergabe der deutschen Lkw-Maut ab Sommer 2018. Dieses Projekt lastet einen Teil Teams sehr gut aus. Für Prestige, auch international, sorgte das Mandat der EU-Kommission bei F&E-Ausschreibungen, etwa zur Entwicklung energieeffizienter Hochleistungsrechner. Gleichzeitig ist die Kanzlei fest bei lokalen Auftraggebern verankert, beispielsweise bei gemeinnützigen Wiener Wohnungsbaugesellschaften, die am Projekt "Gemeindewohnungen neu" über 200.000 Einheiten beteiligt sind.
